The Health Insurance Premium Program (HIPP) is a program that pays for employment-related health insurance for Medical Assistance recipients when it is determined to be “cost effective”. Cost effective means that it costs less to buy health insurance to cover medical care than to pay for the care with Medical Assistance funds. Pays for health care premiums. Provider will pay for your Medigap or employer’s plan premium if it costs less than it would to cover all your health care with medical assistance.
